Systematic measurement of LMM goal attainment

The project ‘systematic measurement of LMM goal attainment’ aims to lay the groundwork for a more systematic, comparable and transparent assessment of the effectiveness of labour market measures (LMMs) across Switzerland. The aim is to better document the impact of the measures taken and to further strengthen targeted management during implementation.

Labour market measures have a variety of objectives.In order to ensure that these are presented in a clear and consistent manner when implemented, a standardised list of objectives has been drawn up. This provides the basis for ensuring that objectives can be recorded, analysed and used for management purposes in a more structured manner in future. Standardised recording enhances both transparency and comparability across cantons and measures.

The technical and conceptual foundations of the project have been established.Building on this, the first phase of implementation was carried out and rolled out. This means that the initial functionalities for systematically recording targets achieved are already available. Further expansion will take place in stages.

In parallel with the implementation of the first phase, training and communication initiatives were carried out for the implementing bodies. Further specialist, organisational and technical work is currently underway for the next phase. Future developments will be overseen by the existing project and steering committees.

The systematic measurement of LMM target achievement creates the conditions for documenting the impact of labour market measures in a more targeted manner and for further improving their management. At the same time, the project promotes a shared understanding of the objectives and helps to ensure that the guidelines are applied as consistently as possible throughout Switzerland.

The next phase of the project will focus on further developing the second implementation stage. The next release is scheduled for September 2026, with the project due to be completed in early 2027.
