Service interruption due to rollout of ASAL 2.0

At the turn of the year 2025/26, the final component of the new ASAL 2.0 payment system for unemployment insurance funds (covering the unemployment benefit payment type) is to be rolled out as part of the ASALfutur project. The data migration and rollout require a complete service interruption. The systems of the employment offices (RAV), the unemployment insurance funds and the Job-Room platform will therefore be unavailable from 12:00 noon on 19 December 2025 until 6 January 2026 7:00 am. During this period, unemployment insurance funds will not be able to make any payments.

The service interruption primarily affects users of Job-Room as the eServices will be unavailable. However, all recipients of unemployment insurance benefits will be affected by the payment interruption. Unemployment insurance funds will not be able to make any payments from 22 December 2025 to 6 January 2026. Only payments recorded by 19 December 2025 (see below: ‘What should you do before the service interruption?’) can still be processed before 22 December 2025. Payments will be possible again as normal from 6 January 2026. Payment of unemployment insurance benefits is usually made within a month and is ensured despite the service interruption.

The following information explains how jobseekers, employers and private employment agencies can continue to exercise their rights and meet their obligations in relation to the unemployment insurance and the public employment service during the service interruption.

From 12:00 noon on 19 December 2025 to 7:00 am on 6 January 2026, all Job-Room eServices will be unavailable:

What should you do before the service interruption?

Please read the following information carefully and take it into account when planning your obligations during the Job-Room shutdown.

Why is Job-Room being shut down?

Because of the rollout of the new payment system, all data and documents need to be migrated from the old system to the new one.

For this purpose, both the Job-Room including eServices for jobseekers, employers and private employment agencies, and the AVAM application (job placement and labour market statistics) for the RAV/LMM/cantonal authorities will have to be shut down from 19 December 2025 to 6 January 2026.

This is because, according to in-depth risk analyses, a complete operational shutdown for these systems was identified as the safest scenario to avoid data loss and to guarantee data synchronisation after recommissioning.

The Christmas/New Year period was chosen for the service interruption so that as few working days as possible are affected due to the public holidays. 

By providing timely information to jobseekers, employers and private employment agencies, SECO and the implementing bodies are working with the trade associations to ensure that all stakeholders are made aware of the service interruption.

Announcing the interruption early on will directly help reduce the additional work. To mitigate the remaining extra effort, appropriate organisational measures will be put in place that take account of the cantonal circumstances and requirements.
